About this opportunity
Naval Supply Systems Command is seeking sources for an Advanced Homemade Explosives (HME) Course of Instruction contract at Naval School Explosive Ordnance Disposal, Eglin Air Force Base, Florida, with responses due by August 27, 2026; the anticipated vehicle is firm-fixed-price IDIQ and the requirement carries a Total Small Business set-aside.
Performance runs April 1, 2027 through March 31, 2028 with four one-year option periods. The contractor must deliver between five and ten five-day Advanced HME courses annually, accommodating up to 24 students per course holding DoD SECRET clearance who have graduated from NSEOD's Joint EOD Basic Common Core course.
Distinctive qualification requirements are stringent. The contractor must supply a PhD-level chemist with five years of HME synthesis experience to oversee chemistry instruction, Bachelor's-level chemists or explosive engineers with three years of HME experience for practical training, and former Master or Senior EOD Technicians with four years of operational EOD experience. All instructors must obtain SECRET-level security clearances, complete high-risk instructor screening including medical, drug, and psychological evaluations, and obtain an ATF Type 20 Manufacturing license. A minimum 1:4 instructor-to-student ratio applies.
The contractor delivers a turnkey solution including labor, equipment, supplies, materials, precursors, chemicals, and personal protective equipment. The contractor manages precursor acquisition, hazardous materials transport, and secure mobile storage meeting Type II magazine requirements, while the Government provides facilities, utilities, and selected materials including military explosives. Minimum liability insurance is $2 million with an explosives rider.
Respondents must submit a five-page executive summary (12-point Times New Roman) describing capabilities, resources, technical competencies, and organizational experience; paraphrasing the draft PWS is insufficient.
