About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Joint Base San Antonio posted this Special Notice on January 28, 2026, to procure 98 rolls of 3M 850 Tape (Deactivation Strip - Brown) for the Automated Ground Filter Unit (AGFU). The AGFU is a specialized ground-based particulate sampler that supports Department of Defense and other federal agencies' air sampling requirements worldwide. The procurement is designated as a Total Small Business set-aside and is scheduled for closure on February 8, 2026. As of February 3, 2026, the government issued an update indicating its intention to award this contract via sole source procurement, with justification and approval documentation attached.

The procurement objective is to obtain adhesive polyester tape manufactured in accordance with drawing G1-47-1611, Rev H, Part No -002, for integration into the mission-critical AGFU collection system. QSPAC Industries has been identified as the sole source vendor based on extensive prior efforts to locate alternative suppliers, all of which proved unsuccessful. The AGFU operates under strict configuration control, and the baseline technical documentation specifies this particular tape product; substitution with alternative tape types would require formal investigation, testing, and Configuration Control Board approval, creating operational delays and potential mission failure. Eligible contractors must meet small business requirements to participate in this Total Small Business set-aside, though the contract is anticipated to be awarded to the identified sole source. The submission deadline for interested parties is February 8, 2026, and vendors should reference the technical drawing and justification documentation for complete specifications and procurement rationale.

The AGFU is a unique ground based particulate sampler that supports DOD and other agencies air sampling requirements. The AGFU has been base-lined and is under configuration control. The base-line documentation (Technical Instruction 13-AGFU-1 & 13-AGFU-2) calls for specific tape and process.
