About this opportunity
The Air Force Research Laboratory (AFRL) is seeking to mature and scale the Advanced Framework for Simulation, Integration, and Modeling (AFSIM), an open-source military simulation framework used by the Department of Defense for acquisition, operations analysis, and research. The solicitation, numbered FA2391-25-R-B002, aims to develop an enterprise-level capability for AFSIM that will support virtual wargaming, weapon system concept assessment, and operational tactics refinement. Qualified offerors must have a Secret clearance (with potential for TS/SCI), maintain a Supplier Performance Risk System (SPRS) score of 110 or higher, and submit a DD Form 2345 certification. Proposals are due by March 17, 2025, at 3:00 PM local time, with an anticipated award date of September 15, 2025. The government expects to make 2-4 Indefinite Delivery/Indefinite Quantity (IDIQ) contract awards with Cost Plus Fixed Fee Task Orders.
The contract is not set aside for any specific business size, though small businesses are encouraged to propose. While the solicitation does not specify exact award values, it indicates a 50-month period of performance with a 44-month ordering period, and the first task order will have a 26-month performance period. The place of performance is Wright-Patterson Air Force Base in Ohio. Foreign participation is prohibited at the prime contractor level, and all contractors must meet strict security protocols, including U.S. citizenship requirements for base and network access. Technical proposals must address all objectives within a 25-page limit, with specific page allocations for different sections like Executive Summary, Technical Approach, and Staffing Approach. The NAICS code is 541715 (Research and Development in Physical, Engineering, and Life Sciences), with a small business size standard of 1,000 employees.
Notice text
The Advanced Framework for Simulation, Integration, and Modeling (AFSIM) is a government-owned, open-source, and community-informed military simulation framework primarily used by the U.S. Department of Defense (DoD) acquisition, operations analysis, and research and engineering communities. AFSIM provides these communities with an ever-expanding toolset to ease scenario and model creation, strengthen analytical conclusions, and enrich virtual wargaming experiences. AFSIM benefits from a passionate user community that contributes directly to its development and evolution. With broad representation from all branches of the U.S. military and affiliated U.S. Government (USG) agencies, industry, academia, and international partners, this community increasingly uses AFSIM to assess and compare emerging weapon system concepts, refine operational employment tactics, and ultimately inform research investment and acquisition decisions. The Aerospace Systems Directorate of the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base (AFRL/RQ) currently manages, develops, maintains, and freely distributes AFSIM to benefit the entire defense innovation base. AFSIM is available to all USG agencies and eligible DoD industry partners at Page 3 of 23 no cost. AFRL shares AFSIM with industry partners through an information transfer agreement, making it the ideal tool to support internal research and development activities. AFRL also shares AFSIM with other USG agencies through a memorandum of understanding. The purpose of FORGE is to mature and scale AFSIM as an enterprise capability while fostering a vibrant community of users, developers, and maintainers contributing to its evolution.
