About this opportunity
The United States Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking to establish a five-year contract for the repair of the Advanced Control Tester II (ACT), an Engine Download Device critical for testing the Digital Electronic Engine Control (DEEC), Version 6 of the Pratt and Whitney F100-220/220/229 engine used on F-15/F-16 weapon systems. The procurement will involve comprehensive repair services including teardown, evaluation, and uniquely negotiated repairs, with Collins Aerospace willing to license the necessary technical data for these services. The Request for Proposal (RFP) is anticipated to be released on January 6, 2025, and will be posted exclusively on SAM.gov, with all vendors required to register to participate. The Air Force will use Simplified Acquisition Procedures and will consider bids from all responsible sources. The contract has been preliminarily determined to involve a commercially-similar service, which may impact procurement approach.
The pre-solicitation notice indicates no specific set-aside designations, meaning the opportunity is open to all qualified vendors within the Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals NAICS category (334515). The procurement falls under the Product Service Code J049 for maintenance and repair shop equipment, suggesting a technical and specialized repair service. While specific award value is not disclosed, the five-year contract duration implies a substantial commitment to maintaining these critical engine testing devices. The ACT repair contract represents a strategic acquisition to support ongoing maintenance of advanced military aircraft engine control systems. Potential vendors should carefully review the upcoming RFP and ensure they meet the technical and registration requirements for submission.
