About this opportunity

The United States Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking a five-year contract for the repair of the Advanced Control Tester II (ACT), an Engine Download Device used to test Digital Electronic Engine Control (DEEC) Version 6 for Pratt and Whitney F100-220/220/229 engines on F-15/F-16 weapon systems. The solicitation (FA8532-24-R-0001) requires contractors to obtain licensing or make significant progress in securing technical data from Collins Aerospace to perform repairs, which will include teardown, evaluation, and uniquely negotiated repair services. Evaluation criteria will focus on past performance, technical capability/risk, and price, with an unrestricted competition using Federal Acquisition Regulation (FAR) 12 commercial item procedures. The solicitation was posted on January 22, 2025, with proposals due by February 24, 2025, at 4:00 PM, and uses Simplified Acquisition Procedures. The NAICS code is 334515 with a size standard of 750 employees, and the contract is subject to the Buy American Act.

The contract opportunity has no specific set-aside designations and anticipates Best Estimated Quantities (BEQs) of 4 units per year, with a minimum order of 1 and a maximum of 4 units. Contractors will perform the work at their own facility, with a total contract period of five years if all optional periods are exercised. The Quality Assurance Surveillance Plan requires contractors to maintain high performance standards, including passing inspections with no more than one failure per quarter and maintaining 100% compliance with Quality Management System requirements. The procurement will use a fixed-pricing structure for Tear Down and Evaluation (TDE) with separately negotiated repair costs. Reporting will be conducted through Commercial Asset Visibility Air Force (CAV-AF), with daily reporting requirements and electronic submissions. The contract aims to increase engine availability for F-15 and F-16 aircraft by providing efficient and reliable repair services for the Advanced Control Tester II.
