About this opportunity
The Indian Health Service seeks quotations for thirteen (13) Registered Nurses to staff the Adult Care Unit at Chinle Comprehensive Health Care Facility in Chinle, Arizona, with quotes due August 28 by 5:00 PM MST. This procurement is an Indian Small Business Economic Enterprise (ISBEE) set-aside, restricting competition to certified Indian Economic Enterprises.
Performance spans a base period of three months (September 1 through November 30, 2026) plus seven optional three-month periods extending through August 31, 2028, for a total potential two-year term. The government solicits all-inclusive hourly rates covering regular and overtime work for 520 hours per period. The Service Contract Act Wage Determination (Revision 2015-5477) establishes a Registered Nurse I base rate of $28.31 per hour plus fringe benefits of $5.55 per hour (or $5.09 under Executive Order 13706).
Key Personnel must be Registered Nurses with a minimum of 36 months total nursing experience, including at least 24 months in adult medical-surgical specialty. Current unrestricted nursing license and mandatory certifications in BLS, ACLS, and unit-specific training are required, along with required immunizations. Nurses shall provide full-range adult medical-surgical care, participate in quality improvement initiatives, maintain records via Electronic Health Record system, and comply with Joint Commission standards and federal regulations including HIPAA and the Privacy Act.
Award will be made to the responsible quoter whose quote is most advantageous, with technical capability of vendor and qualification requirements of key personnel weighted as significantly more important factors than price. Contractors must maintain medical liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate and complete background investigations under the Indian Child Protection and Family Violence Prevention Act. All offers must include SF-1449, IHS IEE Representation Form certification, technical approach, key personnel recruitment and retention plan with complete profiles and resumes, and detailed pricing breakdown. Quotations must be submitted via email to Contracting Officer Teola Autaubo at teola.autaubo@ihs.gov.
