About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking adjunct faculty support services through a Sources Sought notice to provide instructional support to the United States Naval Community College (USNCC). The contractor will deliver asynchronous online instruction for five Naval Studies Certificate courses (covering naval ethics, history, force design, national defense, and geopolitics) and supplemental general education courses in English, Mathematics, and Science to enlisted servicemembers across a globally deployed force. Key qualifications include providing a Project Manager with a Master's degree and five years of project management experience, and adjunct faculty must meet either Academic Qualification (AQ) or Professional Qualification (PQ) requirements, with an 80/20 AQ-to-PQ ratio targeted. Faculty responsibilities include developing lesson plans, grading assessments, tracking student progress, responding to student inquiries within 24 hours, providing assignment feedback within 96 business hours, and maintaining six hours per week per course in instructional activities. Performance will be evaluated against an 80% acceptable quality standard using a Quality Assurance Surveillance Plan that reviews deliverables including project management plans, student progress reports, final grades, and monthly status reports. Interested contractors must submit responses by April 23, 2026, at 12:00 PM ET via email to megan.p.emery.civ@us.navy.mil in searchable PDF format not exceeding four pages.

This is a Sources Sought notice only and does not constitute a binding commitment to issue a formal Request for Proposal or Request for Quote. No set-aside designation has been applied to this opportunity. The anticipated contract will be structured as a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with an ordering period of two 12-month periods and is classified under NAICS code 611310 (Colleges, Universities, and Professional Schools) with a small business size standard of 34.5 million dollars. All contractor personnel must complete a favorably completed National Agency Check with Inquiries (NACI) including FBI fingerprint check and comply with DOD Cyber Awareness Challenge and PII training requirements. There is no on-site performance requirement, and courses are typically eight weeks long with faculty limited to teaching no more than two courses per term following an initial evaluation term of one course. Respondents should monitor for additional information as this notice is for information and planning purposes only, and the Government will not reimburse any costs associated with responding.
