About this opportunity
The United States Census Bureau is conducting market research through a Sources Sought Notice to identify small business sources capable of providing address list field augmentation data, with responses due by November 6, 2026 at 12:00 PM Eastern Time. This is not a solicitation and carries no contractual commitment. The procurement is set aside for Total Small Business, including Small Disadvantaged Businesses, SBA-Certified 8(a) Businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Businesses, and Women-Owned Small Businesses.
The Census Bureau seeks comprehensive address and location data for housing units and group quarters in underserved areas lacking civic or city-style addressing systems and not included in the United States Postal Service's Delivery Sequence File or national parcel datasets. Performance encompasses remote areas of Alaska and Maine, sparsely populated portions of the American Southwest, rural Puerto Rico, and other areas with limited or no mail delivery. Data must comply with the Federal Geographic Data Committee Address Standard, providing address points with x,y coordinates accurate to a minimum of five decimal places. Contractors must deliver file-level metadata including data collection date, source, authority/owner, license restrictions, coordinate reference system, and coordinate position; provide monthly data quality reports addressing completeness, logical consistency, positional accuracy, temporal quality, and thematic accuracy; and ingest data in commonly used machine-readable format. 24/7 technical support is required, with acknowledgment within eight business hours and issue resolution within 48 business hours.
Respondents must address technical approaches (satellite imagery, geospatial data, field surveys, third-party data sources, public records, or automated data collection methods), risk mitigation for rural and remote collection, tribal government collaboration capabilities, and detailed pricing for individual addresses and larger datasets at county, census tract, and census block levels. Responses are limited to seven pages (8.5" x 11", 12-pitch font), excluding company information. Contact Harjot Kaur (Harjot.Kaur@census.gov) or Jim Brooks (James.N.Brooks.Jr@census.gov). Primary NAICS code is 518210.
