About this file
This document is a Statement of Work (SOW) for the United States Census Bureau's Geography Division describing the collection of address and location data for housing units and group quarters in underserved areas.
The Census Bureau seeks comprehensive address data for the Master Address File (MAF)/Topologically Integrated Geographic Encoding and Referencing (TIGER) System to support decennial census operations, the American Community Survey, Economic Census, and related surveys. The contractor must provide address and location data for living quarters in areas generally lacking "civic" or "city-style" addressing systems and not included in the United States Postal Service's Delivery Sequence File or national parcel datasets, including remote areas of Alaska and Maine, sparsely populated portions of the American Southwest, rural Puerto Rico, and other areas with limited or no mail delivery. The Government will provide a list of geographic areas titled "address_collection_zones" identified by state, county, tract, and block codes, with prioritization to be coordinated at the beginning of each performance period. Data products must comply with the Federal Geographic Data Committee Address Standard for common addressing situations, providing address points with x,y coordinates accurate to a minimum of five decimal places. For less common addressing situations, the contractor shall provide coordinates and location descriptions. The contractor must deliver file-level metadata including data collection date, source, authority/owner, license restrictions, coordinate reference system, and coordinate position; provide a data quality report addressing completeness, logical consistency, positional accuracy, temporal quality, and thematic accuracy; and ingest data in commonly used machine-readable format on a monthly basis. The contractor shall provide 24/7 technical support acknowledging inquiries within eight business hours and resolving issues within 48 business hours. All data becomes the property of the Census Bureau for indefinite retention and use for approved Title 13 purposes within the Census Bureau's restricted network environment, with no public release of identifiable information, resale, or use for compliance purposes.

C.1 BACKGROUND
The United States Census Bureau’s (herein referred to as the Census Bureau, USCB, or the Government) Geography Division (GEO) is responsible for collecting and maintaining the geographic data necessary to support censuses and surveys and other agency initiatives. Over 40,000 tribal, state, and local governments contribute to the geographic information managed by the USCB by providing regular input and feedback on the USCB’s boundaries, streets, and addresses. This geographic base contributes to the efficient and accurate collection and tabulation of data for the Decennial Census, the American Community Survey (ACS), the Economic Census, and annual estimates and surveys such as the Boundary and Annexation Survey (BAS).
C.2 REQUIREMENT OVERVIEW
The USCB’s censuses and surveys require a robust address frame in order to meet their objectives. The USCB is looking to expand this address frame. This requires more comprehensive and accurate address data for the Master Address File (MAF)/Topologically Integrated Geographic Encoding and Referencing (TIGER) System, which serves as the basis and repository for all address data. Therefore, the USCB must obtain further address data from hard-to-reach areas, specifically accurate structure points and coordinates for non-city style addresses that currently lack accurate structure points or coordinates.
C.3 PURPOSE AND SCOPE
The purpose of this procurement is to obtain address and location data for Housing Units and Group Quarters in areas generally not covered by “civic” or “city-style” addressing systems and/or not included in the United States Postal Service’s Delivery Sequence File or national parcel datasets. This data will be used to close existing gaps in the maintenance processes for the USCB’s address frame in the MAF/TIGER System. All data created, produced, and stored in MAF/TIGER will be the property of the USCB.
C.4 REQUIREMENTS
The contractor shall provide address and location data for living quarters (LQs) in areas generally not covered by “civic” or “city-style” addressing systems and/or not included in the United States Postal Service’s Delivery Sequence File or national commercial parcel datasets.
These areas include, but are not limited to, remote areas of Alaska and Maine, sparsely populated portions of the American Southwest, rural areas of Puerto Rico, or other areas where mail delivery does not exist at the living quarter or is limited to Rural Route/Highway Contract or Post Office Box only delivery.
The Government will provide the universe of geographic areas for which data are requested to be titled “address_collection_zones.” Following delivery of this list, the Government and the Contractor shall coordinate to determine the prioritization sequence at the beginning of each period of performance.
The ‘address_collection_zones’ list of geographic areas will include the following values:
Variable Length State 2
County 3 Tract 6 Block 4
LQs are generally defined by the Census Bureau as a structure that is intended for residential use.
However, any structure or place where someone is living (or where someone is sleeping without having a usual home elsewhere) is also considered living quarters, even if it is not intended for residential use.
Living quarters include:
Housing Units (HUs): A private residence for a person or small group of people (such as a family or group of roommates). Each housing unit must have a separate entrance that provides direct access to the outdoors or to a common space within a building (such as a hall, lobby, or stairwell) without having to pass through the living quarters of any other people.
Group Quarters (GQs): A place that is designed to house a (usually large) group of people who typically are nonrelatives and have similar objectives, needs, or restrictions.
These places provide care or services for the occupants (such as supervision, health care, or other types of assistance) and/or have certain communal facilities that are shared by the occupants (such as communal bathrooms or kitchens).
Transitory Locations (TLs): A place where people are unlikely to live year-round because of the transitory/temporary nature of the living quarters at the location. Generally, people living or staying at a transitory location either pay fees to stay there, or they work there temporarily.
C.4.1 DATA PRODUCT REQUIREMENTS
The contractor shall provide a data product that satisfies the following requirements:
For common addressing situations (e.g. address numbers along named streets), the contractor shall provide address data, including address points (x,y coordinates accurate to a minimum of 5 decimal places), in a format consistent with the United States Thoroughfare, Landmark, and Postal Address Data Standard ((Federal Geographic Data Committee (FGDC) Address Standard) Parts 2 and 3: Address Data Content and Address Data Classification, as well as Appendix A. Appendix A provides a quick reference guide to the most common address elements and attributes found in the U.S. and Puerto Rico, as well as syntax for minimally acceptable combinations of those elements and attributes.
For less common addressing situations, the contractor shall provide data, such as x,y coordinates, and location descriptions to support the Census Bureau’s ability to locate the living quarter.
The contractor shall provide file-level metadata that includes, at a minimum, the following information:
Data collection date Data collection source Data authority and/or owner Data license restrictions (if applicable) Coordinate reference system Coordinate position (e.g., parcel centroid, building centroid, property entrance).
The contractor shall provide a data quality report that describes how data provided meets the following categories (as applicable) of geographic data quality described in national and international standards:
Completeness (i.e., commission and omission) Logical consistency (e.g., conceptual, format, and domain consistency) Positional accuracy (i.e., coordinate accuracy) Temporal quality (e.g., temporal consistency of data no older than 5 years) Thematic accuracy (e.g., classification and attribute correctness)
The contractor shall provide the Census Bureau with the ability to ingest the data in a commonly used machine-readable format on a regular (monthly) basis (exact format and timing to be agreed upon by both parties).
The contractor shall only provide data for existing living quarters for areas defined as in scope for this requirement by the USCB. The areas defined as in scope for this acquisition are outlined in the ‘address_collection_zones’ (TBD). See Appendix – B for Representative Sample of ‘address_collection_zones’, subject to change.
C.4.2 TECHNICAL SUPPORT
The Contractor shall provide technical support for questions and/or issues relating to all aspects of the data delivered under this contract. Topics of questions/issues may relate to file structure and delivery, file contents and completeness, metadata, file formatting, technical download/delivery issues, and data consistency over time. The contractor shall acknowledge submission of an inquiry/issue within 8 business hours of submission. The contractor shall work to resolve technical issues/provide complete responses within 48 business hours of being notified. All support shall be provided electronically, including via email, teleconference, or virtual meeting.
C.5 INTENDED DATA USES
The usage of the data will meet USCB Disclosure Avoidance standards. The USCB will not release any identifiable information obtained through this contract. The USCB will not use the data for marketing or compliance purposes. The USCB will not resell the data.
The USCB Statistical Quality Standards and Disclosure Avoidance Methodology can be found at https://www.census.gov/about/policies/privacy/statistical_safeguards.html.
C.5.1 DATA USAGE AND RETENTION RIGHTS
The USCB will commingle the data obtained through this contract with existing USCB data. The USCB will not segregate the furnished data from USCB or other data; therefore, the data will, in effect, become the property of the USCB to be used for any approved Title 13 purpose.
Data will only be used within the USCB’s restricted network environment and accessed by only approved users.
Data files obtained through this contract will not be released containing any identifiable information. The USCB will not use the data for compliance purposes, resell the data, or publish or release comparisons of purchased data.
The USCB will retain the data acquired under this contract indefinitely. Upon delivery, the contractor gives the USCB the right to retain and use the purchased data files indefinitely. All financial considerations shall be included in the Contractor’s proposed pricing and the subsequent fixed price of the Contract award.
