About this opportunity
Naval Air Systems Command (NAVAIR) at NAS Patuxent River, MD intends to award a sole source modification to an existing delivery order for APG-79 radar retrofit work. The procurement involves additional scope for Phase 6 of the radar retrofit program, specifically focusing on repairs of Weapons Replaceable Assemblies (WRAs) that have been identified as nonfunctioning during baseline testing as part of Engineering Change Proposal (ECP) 6279 upgrades. The scope also includes configuration upgrades to the radar systems. The government plans to use sole source authority under 10 U.S.C. 2304(C)(1) and FAR 6.302-1, justifying that only one responsible source exists to satisfy the agency's requirements. This is a pre-solicitation notice only and is not a request for competitive proposals. The due date for this notice is September 22, 2025, with all inquiries directed to Contract Specialist John Ryan.
No set-aside designation applies to this procurement opportunity. Raytheon is identified as the sole source contractor and current incumbent, holding the original Corporate Basic Ordering Agreement N00019-20-G-0007 and the associated delivery order N00019-21-F-0804 that will be modified. The government has determined that Raytheon is uniquely qualified as the original designer, developer, manufacturer, and depot for the APG-79 radar systems, and they are the sole owner of the technical drawings required for repairs. The justification emphasizes that Raytheon possesses the exclusive knowledge, experience, and technical data necessary to meet requirements in a timely and cost-effective manner. The notice does not specify award values, quantities, or performance timelines for the modification. The government has concluded that awarding to any other source would result in substantial cost duplication that cannot be recovered through competition.
Notice text
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to Delivery Order (DO) N00019-21-F-0804 under the Corporate Basic Ordering Agreement (BOA) N00019-20-G-0007 or the Raytheon Corporate Follow-on BOA on a sole source basis to Raytheon.
This modification is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during Engineering Change Proposal (ECP) 6279 upgrades. The scope of this effort will also include configuration upgrades.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.
Raytheon is the designer, developer, manufacturer, and depot for the APG-79 radar systems. They are the sole owner of drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP 6279. Therefore, the Raytheon Company is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.
The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, John Ryan at john.j.ryan390.civ@us.navy.mil. Responses to this notice must be submitted by October 7 , 2025. Companies interested in subcontracting opportunities should contact the Raytheon Company directly at Christopher.short@rtx.com.
