About this opportunity
The Naval Air Systems Command (NAVAIR) is seeking to add scope to an existing Delivery Order N00019-21-F-0804 under a Raytheon Corporate Basic Ordering Agreement for APG-79 radar retrofit services. The procurement focuses on repairing Weapons Replaceable Assemblies (WRAs) that were identified as nonfunctioning during baseline testing associated with Engineering Change Proposal (ECP) 6279 upgrades. NAVAIR intends to sole-source this contract to Raytheon under the authority of 10 U.S.C. 2304(c)(1), citing Raytheon as the exclusive designer, developer, manufacturer, and Depot for the APG-79 radar system. The government has determined that Raytheon is the only contractor with the requisite technical knowledge and data to meet requirements efficiently and cost-effectively. Responses to this pre-solicitation notice must be submitted by May 6, 2025, with all inquiries directed to Contract Specialist John J. Ryan via email.
This procurement is not set aside for any specific business category and involves a non-competitive acquisition targeting highly specialized radar equipment modifications. Raytheon is the incumbent and sole-source contractor, owning the critical drawings required for equipment repair and modifications. While specific award values are not disclosed in the notice, the contract pertains to continued development of a major system component within the Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing NAICS category (334511). Companies interested in potential subcontracting opportunities are encouraged to contact Christopher Short at Raytheon directly. The procurement is being conducted by the Department of the Navy's Naval Air Systems Command, a defense agency focusing on advanced technological equipment and systems.
Notice text
The Naval Air Systems Command (NAVAIR) intends to add scope
to an existing Delivery Order N00019-21-F-0804 under the Raytheon
Corporate Basic Ordering Agreement N00019-20-G-0007 on a sole source
basis to Raytheon. This is the continuing required effort to repair
Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning
following baseline testing during the Engineering Change Proposal (ECP)
6279 upgrades done by the Original Equipment Manufacturer (OEM).
Effort also to include Configuration upgrades.
The Government intends to solicit and negotiate with only one source
under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One
Responsible Source and No Other Type of Supplies or Services will
Satisfy Agency Requirements." Raytheon is the designer, developer,
manufacturer, and Depot for the APG-79 radar. They are the sole owner
of drawings required to repair APG-79 equipment. Repairs are required
prior to equipment modification through ECP 6279. Therefore, Raytheon
Company is the only contractor with the requisite knowledge,
experience, and technical data that can meet the Government's
requirements on a timely basis and in a cost-effective manner.
The Government has deemed the requirements listed above for the
continued development or production of a major system, or highly
specialized equipment, including major components thereof, to be
available only through the original source, and has determined that
award to any other source would result in a substantial duplication of
cost to the Government that is not expected to be recovered through
competition.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, John J. Ryan at john.j.ryan390.civ@us.navy.mil. Responses to this notice must be admitted by May 6, 2025. Companies interested in subcontracting opportunities should contact Raytheon Company directly at christopher.short@rtx.com.
