About this opportunity
The Naval Air Systems Command (NAVAIR) is seeking to add scope to an existing Delivery Order for the APG-79 Radar Retrofit Phase 6, focusing on repairing Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning during baseline testing. The procurement is intended to be a sole-source award to Raytheon, the original equipment manufacturer (OEM), who is the designer, developer, manufacturer, and Depot for the APG-79 radar. The government has determined that Raytheon is the sole owner of the drawings required to repair APG-79 equipment, and awarding to any other source would result in significant cost duplication. This sources sought notice is a market research tool to determine if any firm other than Raytheon can provide the described services, with the potential to inform the method of acquisition and eventual Request for Proposal. The procurement falls under the NAICS category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
The pre-solicitation notice indicates no specific set-aside designation for this opportunity. Raytheon is the incumbent and proposed sole-source contractor, with the procurement based on continuing development of a major system under FAR 6.302-1(a)(2)(ii)(A). While no specific award value or budget range is disclosed, the effort includes configuration upgrades and repairs of radar equipment prior to modification through Engineering Change Proposal (ECP) 6279. The current posting date is April 3, 2025, which also serves as the response deadline for this market research tool. The procurement is specifically for the Department of the Navy and will utilize Product Service Code 1680 for Miscellaneous Aircraft Accessories and Components. A separate pre-solicitation notice will be posted with details about small business subcontract opportunities related to this effort.

The Naval Air Systems Command (NAVAIR) intends to add scope to an existing Delivery Order N0001921F0804 under the Raytheon Corporate Basic Ordering Agreement N0001920G0007 on a sole source basis to Raytheon. This is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during the Engineering Change Proposal (ECP) 6279 upgrade done by the Original Equipment Manufacturer (OEM). Effort also to include Configuration upgrades.
Radar was previously procured ECP-6279 Retrofit on a sole-source basis to Raytheon (OEM). Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar. They are the sole owner of the drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP6279.
In accordance with FAR 6.302-1(a) (2) (ii) (A), the Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment including major components thereof, to be available only through the original source, and has determined that award to any other source would result in significant duplication of costs which would not be recovered through competition.
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine if any firm other than Raytheon can provide the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought.
A separate Pre-solicitation Notice/Synopsis will be posted with contact information for small business subcontract opportunities.
