About this opportunity
The United States Coast Guard (USCG) Aviation Logistics Center (ALC), Engineering Services Division (ESD) Procurement has issued a Special Notice of Intent to Award a Sole Source Basic Ordering Agreement (BOA) call for the procurement of an Adapter, Prop Balancer (Part Number 7A071, NSN 4920-01-503-3363) from GE Aviation Systems LLC, the original equipment manufacturer. This specialized component is used in conjunction with the prop balancer machine for maintenance of C-130J aircraft. The acquisition is authorized under 41 U.S.C. 1901(c) and FAR 6.302-1, with the statutory justification that the item is available from only one source. The NAICS classification is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a 1,250-employee size standard, and the Product Service Code is 4920. The solicitation number 70Z03826QE0000003 has been assigned for tracking purposes, and no formal solicitation package will be issued.
Although this is a sole-source procurement targeting GE Aviation Systems LLC through their BOA SPE4A1-25-G0013, the USCG has invited all responsible sources to submit quotations for consideration, with responses due by 2:00 P.M. EST on February 9, 2026 (as extended under amendment A00002). Quotations should be submitted to Stacey.M.Riggs@uscg.mil with the solicitation number in the subject line. The requirement is unrestricted with no small business set-aside, and all responsible sources meeting capability requirements are eligible to compete. The government requires delivery within 294 days after receipt of order, with the F.O.B. point at Origin, and encourages early shipments at no additional cost. Award will be made based on fair and reasonable pricing as determined by the government, which retains sole discretion regarding whether to compete the procurement or proceed with the intended sole-source award.
