About this opportunity
The Department of the Air Force Sustainment Center is soliciting proposals for an Active Vibration Isolation (AVI) System to be used with a Thermo-Fisher Scientific Quattro 110mmDC Scanning Electron Microscope at Hill Air Force Base. The procurement is structured as a full and open competition under NAICS code 334519 with a small business size standard of 600 employees. The AVI system is required to minimize floor vibration and support critical analysis activities for various aircraft platforms including C-130, F-35, F-16, and A-10. Interested vendors must submit electronic offers to heather.minchey.1@us.af.mil by March 18, 2025 at 1500 Mountain Time, with preliminary questions due by March 11, 2025. The solicitation (FA8227-24-Q-4001) requires three primary line items: the AVI-400XL-32 active vibration control system, an aluminum mounting plate, and installation services.
The solicitation does not include a specific set-aside designation and is open to all qualified vendors. Delivery is required within 12 weeks after order receipt, with installation to be completed in Building 100 Bay E at Hill AFB, Utah. The system must provide vibration isolation starting at 1Hz, with specific isolation percentages ranging from 90% at 2.5Hz to 99.8% at 70Hz, and an active isolation range up to 200Hz. Vendors must provide standard commercial warranty, English documentation, operations and maintenance manuals, and conduct a 4-hour on-site familiarization training for at least 4 operators. The AVI system must be upgradeable to achieve 0.5Hz isolation through a plug-and-play controller adapter, and bidders must include floor layout drawings with their proposal. The system will support multiple research and analysis programs, including 3D printing and production support for critical military aircraft platforms.
Notice text
The AVI system is required to mount the SEM that will minimize floor vibration to allow the SEM to be used at the highest level of accuracy.
The system will help to supports various programs from 3D printing and production support to failure analysis, and is used on several key aircraft platforms, including the C-130, C-5, F-35, F-16, and A-10.
