About this file
This Purchase Description (PD) outlines requirements for an Active Vibration Isolation (AVI) system to be used with a Thermo-Fisher Scientific Model Quattro 110mmDC Scanning Electron Microscope at Hill AFB, Utah, under solicitation FA8227-24-Q-4001 for the 809th Science & Engineering Laboratory. The system must be a current production model providing vibration isolation starting at 1Hz, with specific isolation percentages ranging from 90% at 2.5Hz to 99.8% at 70Hz, and active isolation range up to 200Hz.
The contract requires delivery, installation, and setup of the AVI system including mounting of the SEM, with FOB destination shipping to Hill AFB. The vendor must provide standard commercial warranty, English documentation, operations/maintenance manuals, and on-site familiarization training for at least 4 operators in a 4-hour session. The system will support analysis of additively manufactured components and failure analysis for various aircraft including A-10, F-16, F-35, and C-130. The system must be upgradeable to achieve 0.5Hz isolation if needed through a plug-and-play controller adapter. Floor layout drawings must be included with the bid, and installation must be completed in Building 100 Bay E.

POC: Josh Baugh joushua.baugh.3@us.af.mil Active Vibration Isolation System Built to use with a Thermo-Fisher Scientific Model# Quattro 110mmDC no HWL; 1.0nm; Multistub, 0 Tilt SEM
Scope:
This purchase description (PD) covers detailed specifications and performance requirements for an Active Vibration Isolation System Built to use with a Thermo-Fiser Scientific Model# Quattro 110mmDC no HWL; 1.0nm; Multistub, 0 Tilt SEM at Hill AFB, Utah. In this document, the Active Vibration Isolation System Built to use with a Thermo-Fiser Scientific Model# Quattro 110mmDC no HWL; 1.0nm; Multistub, 0 Tilt SEM shall be referred to as “AVI or AVI system”. This PD is to acquire an AVI system capable meeting or exceeding these specifications.
Overview:
Acquisition of an AVI system will increase capability of the Materials labs ability supporting the Hill AFB RAPID office and many other customers on and off base. The AVI system shall provide ability to reduce vibrations in the floor below 1Hz. The AVI system shall have the ability to be upgraded to isolate down to 0.5 Hz if need arises. The AVI system will be used to support additively manufactured metal components, failure analysis of products for use on weapons systems such as A-10, C-130, C-17, F-16, F-35, KC-135, T-38, Ground and Shop Support Equipment and Structures, Vehicles, Missile components, etc.
System Design:
ENGLISH: All documents and software submitted by contractor to USAF contracting office must be in English. All documents and software provided with AVI system must be in English.
The AVI system shall be new and one of the manufacturer's current production models, which, on the date of the solicitation, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer's published catalogs or brochures. The AVI system shall be an off-the-shelf design meant for a production-level SEM Active Vibration Isolation. Products such as a prototype unit, pre-production model, a repaired unit or an experimental unit do not qualify. The system shall include all components, parts, and features necessary to meet the requirements specified herein; and be complete and ready for use.
The AVI system shall meet or exceed the following requirements:
Isolation starting at 1Hz.
Isolation % at 2.5 Hz of 90%.
Isolation % at 5.0 Hz of 97%.
Isolation % at 10. Hz of 99%.
Max Isolation % 99.8% at 70 Hz.
Isolation performance Greater than 40DB Active Vibration Isolation range up to 200 Hz.
Bid should include freight and rigging into Bldg. 100 Bay E.
Shall include option to upgrade seamlessly in a plug and play style where a controller adapter can be purchased and plugged in directly to the system to add a low-frequency controller to increase the vibration isolation capabilities of the system if it is found we need to do that.
Floor layout and drawings must be submitted with bid to ensure floor space requirements can be met in the SEM lab.
WARRANTY: The vendor shall provide the government the standard warranty offered to the commercial marketplace.
AFTER CONTRACT AWARD:
The contractor shall deliver the AVI system. The contractor shall be responsible for the crating and shipment of AVI system to its destination IAW standard commercial practice. Shipping must be FOB Destination. Contractor shall make all arrangements necessary and cover all costs to deliver the AVI system and all related equipment, supplies, materials, fabrications, etc. to the job site at Hill Air Force Base, Utah. Contractor shall coordinate delivery and off-loading with 809 MXSS/MXDTAC Engineering Technician. The contractor shall supply and deliver operations/maintenance manuals upon delivery of the AVI system or sooner. Failure to meet all requirements outlined in this PD shall be grounds for rejection.
Installation:
The contractor shall provide on-site service for the uncrating, installation, and setup of AVI system including mounting the Thermo-Fisher Quattro SEM on to the AVI system. Contractor’s installation personnel shall inspect AVI system to ensure that all included pieces/parts/optional items are present and accounted for. In addition, they shall fully install AVI system and demonstrate that it is fully functional prior to final acceptance by 809 MXSS/MXDTAC Engineering Materials Team.
