About this opportunity

The Pension Benefit Guaranty Corporation (PBGC) has issued a Request for Information (RFI) regarding Active Quantitative Investment Management Services to gather industry feedback and market intelligence for planning purposes. The RFI, solicitation number RCP260005, seeks input from qualified vendors in the portfolio management and investment advice sector (NAICS 523940) to refine acquisition requirements, validate assumptions, and determine the appropriate acquisition strategy. Interested organizations must respond to 12 market research questions outlined in Attachment 1, with particular emphasis on contract type feasibility, including evaluation of fixed rate variable quantity structures (compensation based on percentage of assets under management) versus firm fixed price arrangements. The questionnaire also addresses optimal contract lengths for investment management services, information security standards compliance (such as NIST or ISO certifications), and respondent recommendations on preferred contract structures. All responses must be submitted via email to Diahanna A. Bradley (bradley.diahanna@pbgc.gov) and Felicia Hurst (hurst.felicia@pbgc.gov) no later than March 6, 2026, at 5:00 PM UTC. It is important to note that this RFI does not constitute a solicitation, commitment to contract, or indication that a formal solicitation will be issued, and any subsequent formal procurement will be announced separately.

This announcement carries no set-aside designations for small businesses or other socio-economic categories, though respondents are asked to provide business size classification and socio-economic status information if applicable. No incumbent contractor information or current contract award values are disclosed in this pre-solicitation notice. The RFI does not specify contract award values or budget ranges, as this is a market research phase intended to inform future acquisition strategy rather than a binding procurement action. Respondents should anticipate that the government is considering contract periods of either five or ten years for strategy implementation and may be evaluating whether these timeframes are sufficient for investment management services delivery. The PBGC will not bear any costs incurred by respondents in providing information for this market research effort, and interested vendors should be prepared to participate in the follow-on formal solicitation process if their capabilities align with the refined requirements resulting from this RFI.
