About this file
This file is a market research questionnaire for the Pension Benefit Guaranty Corporation (PBGC) regarding Active Quantitative Investment Management Services. The RFI, issued under solicitation number RCP260005, seeks industry feedback to refine acquisition requirements, validate assumptions, and determine appropriate acquisition strategy. Responses are due by March 6, 2026, at 5:00 PM UTC and should be submitted to Diahanna A. Bradley (bradley.diahanna@pbgc.gov) and Felicia Hurst (hurst.felicia@pbgc.gov).
The questionnaire contains 12 market research questions addressing key acquisition considerations. Respondents must confirm interest in submitting a future proposal and provide business size classification under NAICS 523940 and socio-economic status if applicable. The primary focus involves contract type feasibility, specifically evaluating whether a "fixed rate variable quantity" structure (compensation based on percentage of assets under management) is customary in the industry compared to firm fixed price (flat fee) arrangements. Additional questions address typical contract lengths for investment management services, assessing whether five-year or ten-year contract periods provide sufficient time for strategy implementation, and requesting recommendations on contract type and length preferences. The questionnaire also inquires about information security standards utilized by respondent firms, such as NIST or ISO certifications. This RFI is for planning and market research purposes only and does not constitute a commitment to issue a formal solicitation.

| RFI Questions | |
| 1. Please confirm your interest in submitting a proposal in response to this investment management requirement should PBGC issue a request for proposal (RFP). In your response, please provide your business size (small or other than small) based on NAICS 523940. If your firm is classified as a small business, please provide your socio-economic category (e.g., women-owned small business (SAM)), if any, as listed on SAM.gov or the Small Business Administration (SBA)’s small business dynamic search. |
2. PBGC is considering a “fixed rate variable quantity” contract type for this investment management contract. In this contract type, the investment manager’s earnings are calculated based on the contracted “fixed-rate” percentage multiplied by the dollar value of the assets they manage, rather than being paid a flat fee regardless of the value of the assets they manage. Please confirm that a “fixed rate variable quantity” contract type is customary for investment management services in this industry. If this contract type is used, do you anticipate submitting a proposal for these investment management services?
3. Are there any other contract types customary for investment management services? If so, please describe additional contract types.
4. Additionally, please confirm that a firm fixed price (FFP) contract type, where a flat fee is paid regardless of the value of the assets managed, is not customary for these investment management services. If a firm fixed price (flat fee) contract type were used, do you anticipate submitting a proposal for these investment management services?
5. Do you have any recommendations for the agency to consider regarding contract type for these services?
6. What is the typical length for investment management contracts? Do you have any suggestions for the agency to consider, regarding contract length, for these services?
7. Does a contract length of five (5) years or fewer provide too little time to implement investment strategies?
8. Does a contract length of ten (10) years provide too little time to implement investment strategies?
9. If the contract were five (5) years or fewer, do you anticipate submitting a proposal for these investment management services?
10. If a contract length were ten (10) years or fewer, do you anticipate submitting a proposal for these investment management services?
11. Would the contract length influence your decision to submit a proposal for these investment management services?
12. Which information security standards does your firm utilize? i.e. NIST, ISO.
