About this opportunity
The Naval Air Systems Command intends to procure Active Expendable Decoys (AED) through a sole source modification for the F-35 platform. The procurement will include approximately 1,200 AED units, accompanying impulse cartridges, support equipment, repairs, and field service representative support for Fiscal Year 2026. The contract will be awarded to Leonardo, United Kingdom, under the statutory authority of Title 10 U.S.C 2304 (c)(1), which permits limited competition when only one source can satisfy agency requirements. Leonardo UK has been identified as the sole contractor possessing the necessary manufacturing technology, infrastructure, capacity, and platform qualifications to complete the requirements. The pre-solicitation notice, posted on June 4, 2025, indicates a response deadline of June 18, 2025, though this is not a formal request for proposals.
The contract opportunity is categorized under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Product Service Code of 5865 for Electronic Countermeasures. No specific set-aside has been designated for this procurement. While the exact contract value is not specified, the procurement involves a significant quantity of 1,200 units and related support services. The contract will be awarded as a Firm Fixed Price modification (N0001925C0062 P00004) directly to Leonardo UK. The government emphasizes that no other source has the technical qualifications or resources to perform the work, making this a unique sole source procurement for the Department of the Navy.
