About this opportunity

The Library of Congress is seeking to procure 14,000 Quest brand Recovery Manager for AD domain LIB licenses (Part# DRM-ATA-TB-247) or equivalent products that provide comprehensive Active Directory backup and recovery capabilities. The required solution must support Windows Server versions 2016 through 2025 and deliver granular backup functionality at the object and attribute level, enable restoration of AD objects without restarting domain controllers, provide detailed change tracking, assign restore tasks to specific users, and include 24/7 maintenance support. Offerors must submit two-volume proposals consisting of a technical quote limited to 20 pages and a separate price quote, along with a completed Attachment J1 demonstrating their product's capabilities against all technical requirements. The evaluation will follow a best value trade-off approach with the technical factor being significantly more important than price, focusing on functionality and features. Proposals were originally due on June 13, 2025 at 12:00 PM EDT, with an amendment issued on June 5, 2025 emphasizing that failure to submit the required Attachment J1 would result in ineligibility for award.

This solicitation operates under an unrestricted competition with no set-aside designations for small businesses or other socioeconomic categories. The contract structure is firm-fixed price with a base performance period running from September 1, 2025 through August 31, 2026, indicating a one-year initial term for the software licenses and associated maintenance services. The procurement involves a substantial quantity of 14,000 licenses, suggesting a large-scale enterprise deployment across the Library of Congress's IT infrastructure. Performance will take place in Washington, DC at the Library of Congress facilities, with vendors required to specify whether they are original equipment manufacturers or authorized resellers of the proposed solutions. The solicitation documents do not identify any incumbent contractors or provide specific budget ranges, focusing instead on the technical requirements and evaluation methodology for this software licensing acquisition.
