About this opportunity
The National Institutes of Health, National Cancer Institute (NCI) Integrative Tumor Epidemiology Branch (ITEB) is procuring a software license for whole-genome sequencing analysis through a sole-source acquisition process. The software must deliver a 20-to-50-fold increase in processing speed for key bioinformatics tools while maintaining mathematical consistency and accuracy identical to GATK, enabling timely analysis of large tumor cohorts for cancer genomics research with direct clinical relevance. The procurement is being processed under FAR Part 12 as a commercial acquisition and is exempt from full and open competition requirements under FAR 13.106-1(b)(1). Key performance requirements include processing a 30x whole-genome sequencing sample in under 30 minutes for less than $2 in compute costs, supporting joint calling of large numbers of samples directly from VCF files, and providing exceptional reproducibility with no run-to-run variation across multiple complex use cases including short and long reads, germline and somatic variant calling, structural variants, and copy number variants. The pre-solicitation notice was posted on February 26, 2026, with a response close date of March 2, 2026.
This acquisition involves no small business set-aside and is structured as a sole-source procurement from Sentieon, Inc., the incumbent contractor located in San Jose, California (SAM UEI: GSJUN6H5PFN1). The procurement covers an annual renewal for one software license plus ad-hoc software services under a severable firm fixed-price purchase order with a five-year period of performance. While specific award values are not disclosed in the pre-solicitation notice, the procurement represents a software renewal contract with software delivery required within five calendar days of purchase order award. Payment is contingent upon receipt and approval by the Contracting Officer's Representative, with invoices submitted electronically through the Department of Treasury's Invoice Processing Platform and payment due 30 days after receipt of a proper invoice or Government acceptance. The applicable North American Industry Classification System (NAICS) code is 513210 (Software Publishers) with a small business size standard of $47 million.
Notice text
The National Institutes of Health (NIH), National Cancer Institute (NCI), Integrative Tumor Epidemiology Branch (ITEB), Division of Cancer Epidemiology and Genetics (DCEG) Microscopy Core requires the renewal of (1) one software license for whole-genome sequencing.
The Office of Acquisitions (OA), Office of Mission Acquisition Solutions (OMASO plans to procure, on a sole source basis, (1) software license from:
Sentieon, Inc.
160 E. Tasman Drive
San Jose, CA 95134
SAM UEI: GSJUN6H5PFN1
The response close date of this notice is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 and will be made pursuant to the authority in FAR 13.106-1(b)(1) and, in accordance with FAR 13, is exempt from requirements in FAR Part 6. The North American Industry Classification System (NAICS) code is 513210 – Software Publishers; and the small business size standard is $47 million.
This is a procurement of an annual renewal for one (1) software license and ad-hoc software services.
The Integrative Tumor Epidemiology Branch (ITEB), Division of Cancer Epidemiology and Genetics (DCEG) seeks to renew the annual Sentieon software which offers a 20–50× increase in processing speed with identical accuracy to GATK, enabling timely analysis of very large tumor cohorts. However, highly accurate analysis of sequencing data is computationally intensive and creates a bottleneck in the overall sequencing workflow. To address these challenges, ITEB is looking to procure software that will significantly decrease the analysis time and the computational resource requirements for variant detection without compromising accuracy. By eliminating this bottleneck, ITEB can accelerate cancer genomics research with direct relevance to improving clinical outcomes in cancer care.
The software is used to facilitate research analysis with significant clinical importance. Due to the large sample size of tumors ITEB is analyzing, they require software that can provide variant calling at high speed, that is essential for the ongoing planned projects. To address these challenges, ITEB is looking to procure software that will significantly decrease the analysis time and the computational resource requirements for variant detection without compromising accuracy. Sentieon Software is proprietary software only available through Sentieon. The software will result is 20-to-50-fold increase in processing speed on the same hardware with results that are identical to the currently used GATK pipeline. Changing vendors would result in higher cost from the Federal Government. Thus, Sentieon is the only known source that can meet the Government’s needs at this time.
This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Responses must be received no later than 2:00PM EST, March 2, 2026. All responses and questions must be in writing and emailed to Maliaka Pinkney, Contract Specialist, via electronic mail at maliaka.pinkney@hhs.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
