About this opportunity
The Department of Justice is conducting market research through a Request for Information (RFI) to identify viable enterprise-wide alternatives for a modern Acquisition Management System (AMS) that encompasses the full procurement lifecycle, including software licenses, system integration and implementation, training, and operation and maintenance support. The DOJ seeks a Commercial Off-the-Shelf (COTS) product delivered as Software as a Service (SaaS) within a FedRAMP-authorized environment that integrates seamlessly with existing systems such as Momentum Federal, the Federal Procurement Data System (FPDS), SAM.gov, CPARS, G-Invoicing, and the Intelligence and Analysis Exchange (IAE). The system must provide comprehensive cradle-to-grave contracting functionality across all contract types and support role-based access for approximately 18,200 active users across the DOJ's various components. Responses to this RFI are due by February 16, 2026, and all submitted information will become government property; respondents are encouraged to clearly mark proprietary or competition-sensitive information. The DOJ explicitly notes this is an informational notice only and not a binding commitment to issue a solicitation, with no funds available for response preparation.
This procurement carries no set-aside designation and represents an active exploration to shift away from long-standing single-vendor dependencies within the DOJ. The estimated period of performance includes a one-year base period with nine option years, reflecting the long-term nature of this enterprise system investment. The AMS must support the DOJ's acquisition workforce of approximately 720 FAC-C contracting professionals, 4,272 FAC-COR program office staff, and 216 FAC-P/PM project/program managers while managing an annual procurement volume of 103,617 actions totaling $10.2 billion across nine DOJ component agencies. The system will consolidate multiple existing platforms from various DOJ bureaus (ATF, BOP, DEA, OBDs, OJP, and USMS from UFMS-AWS, and FBI from UFMS-SC) into a unified Contract Writing System with component-specific locations and shared functionality. While a specific budget range is not disclosed in this pre-solicitation notice, the scope and scale of this enterprise-wide initiative for a major federal agency suggest a substantial contract value.
