About this file
This is a Statement of Objectives (SOO) for the Department of Justice's Acquisition Management System (AMS) procurement. The DOJ seeks a modern, full procurement lifecycle enterprise-wide system including software licenses, system integration and implementation, training, and operation and maintenance support. The solution must be a Commercial Off-the-Shelf (COTS) product delivered as Software as a Service (SaaS) within a FedRAMP-authorized environment, fully integrated with DOJ's existing Momentum Federal system and other federal systems including the Federal Procurement Data System (FPDS), System of Award Management (SAM.gov), Contractor Performance Assessment Reporting System (CPARS), G-Invoicing, and Intelligence and Analysis Exchange (IAE) systems.
The AMS must provide comprehensive cradle-to-grave contracting functionality encompassing advance procurement planning, requisitions, solicitations, proposal evaluation, award processing, contract administration, and closeout across all contract types including definitive contracts, indefinite delivery/indefinite quantity arrangements, blanket purchase agreements, and interagency agreements. The system must support DOJ's acquisition workforce of approximately 720 FAC-C contracting professionals, 4,272 FAC-COR program office staff, and 216 FAC-P/PM project/program managers while managing an annual procurement volume of 103,617 actions totaling $10.2 billion across nine DOJ component agencies. The estimated period of performance is a one-year base period with nine option years. The contractor must migrate multiple DOJ components from existing systems (ATF, BOP, DEA, OBDs, OJP, and USMS from UFMS-AWS and FBI from UFMS-SC) onto a unified Contract Writing System with component-specific locations and shared functionality, including real-time bidirectional integration with financial systems, comprehensive reporting capabilities, document management with version control, workflow routing and approvals, digital signature capability, helpdesk support, and role-based training for approximately 18,200 active users across SBU and FBI components.
