This is a non-competitive, sole-source procurement using simplified acquisition procedures under FAR Part 13, with Advanced Telemetry Systems (ATS) identified as the only known original equipment manufacturer capable of meeting the required performance and compatibility specifications. A Special Notice announcing the government's intent to award on a sole-source basis was posted on February 18, 2026, and no capability statements or responses were received. Evaluation will be based on price only. The offer due date is March 5, 2026, at 5:00 PM Eastern Standard Time, and quotes must be submitted electronically via email to the contract specialist.
Although the solicitation document references a Women-Owned Small Business (WOSB) set-aside designation, the opportunity notice indicates no set-aside is being used for this procurement. Advanced Telemetry Systems is the sole expected offeror. The solicitation specifies two line items: 200 acoustic fish transmitters for Roza Dam Fish Passage Monitoring and 420 transmitters for Cle Elum Helix Fish Passage Evaluation equipment.
