About this opportunity

The USDA Farm Production and Conservation (FPAC) Business Center is seeking tree planting services on behalf of the Natural Resources Conservation Service (NRCS) for the ACEP-WRE Tree Planting project in Alexander County, Illinois. The contract involves planting 435 bare root tree seedlings per acre across 60 acres, with a minimum of five tree species including Bald Cypress, Water Hickory, North Pecan, Overcup Oak, Pin Oak, Willow Oak, and Nuttall Oak, following specific planting guidelines on a 10x10 foot grid spacing. The work includes three contract line items: mobilization, site preparation through rotary mowing, and tree planting, with all seedlings required to be at least 12 inches tall with a minimum 7/32-inch diameter. The government will use Lowest Price Technically Acceptable (LPTA) evaluation methodology to award a firm fixed-price purchase order to the responsible offeror providing the most advantageous quote. The deadline for questions was September 17, 2025, at 5:00 PM EST, and quotes are due by September 24, 2025, at 12:00 PM EST, to be submitted via email to the designated USDA contacts.

This opportunity is designated as a 100% total small business set-aside under NAICS code 115112 (Soil Preparation, Planting, and Cultivating) with a size standard of $9.5 million. No incumbent or current contractor information was provided in the solicitation documents. While specific award values are not disclosed, contractors must have current SAM.gov registration with completed REPs and CERTs to qualify for award consideration. The performance period spans from September 30, 2025, through June 1, 2026, with tree planting expected during Fall/Early Winter or Spring (approximately March 1 through May 31, 2026), contingent on adequate soil moisture and ground conditions. The work will be performed in Alexander County, Illinois, on approximately 151.40 acres across Tract 9486, with the government requiring that at least 80% of trees in sample plots meet contract specifications for adequate planting compliance.
