About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure online access to a global trade database providing near real-time freight intelligence and commodity flow trade data to support maritime domain awareness and economic trade analysis. The contractor must deliver a comprehensive database with individual user accounts, robust data extraction and reporting tools, user-friendly dashboards, keyword search capabilities, and commodity class identification features. Key requirements include data updates at varying frequencies (weekly, monthly, and quarterly), monthly impact assessments of trade developments across commodities and industry sectors, occasional ad-hoc training at no additional cost, and a documented data validation process to ensure data integrity. The evaluation will focus on contractors' industry capabilities, data refresh rates, licensing models, export formats, and prior experience with similar contracts, with submissions limited to a 1-2 page capability statement including CAGE code, UEI, and business size under NAICS code 519290. The deadline for submitting capability statements and questions or comments on the draft Performance Work Statement is January 12, 2026, with the actual Request for Quote anticipated to be posted on SAM.gov in fiscal year 2026.
This procurement carries no set-aside designation and will be awarded as a Firm Fixed Price contract, though no specific award value or budget range has been disclosed in the pre-solicitation notice. No incumbent contractor or current service provider is identified in the available documentation. The contract timeline and performance period are not specified in the pre-solicitation materials, and interested parties are responsible for monitoring SAM.gov for the formal RFQ and any subsequent amendments. Contractors should direct inquiries to Daniela Pollano and David Biggs at the Naval Supply Systems Command Fleet Logistics Center in Naples, Italy, and must ensure their submissions reference specific paragraphs of the draft Performance Work Statement to facilitate government evaluation.
