About this file

This Performance Work Statement (PWS) details the US Navy's requirement for an online global trade database to support maritime domain awareness and economic trade analysis. The contractor shall provide a comprehensive database with individual user accounts featuring near real-time freight intelligence and commodity flow trade data, including capabilities such as global visibility of traded cargoes by type, quantity, and value, with data updates at varying frequencies (weekly, monthly, and quarterly). The database must offer robust data extraction and reporting tools, user-friendly dashboards, keyword search features, commodity class identification, and monthly impact assessments of trade developments across commodities, industry sectors, and countries. Additional requirements include occasional ad-hoc training at no additional cost and a documented data validation process to ensure data integrity.

PERFORMANCE WORK STATEMENT

1.0 Background:

The US Navy is heavily engaged in supporting the U.S. Government on maritime domain awareness, anti-piracy, plans, programs, and operations as well as tracking seaborne trade and commodity flows globally. To effectively support these efforts, the US Navy requires access to highly accurate and detailed open source information on cargoes, commodity types, and the vessels, companies, ports and terminals that affect commodity cargo flows

In addition the US Navy is tasked with providing expert analysis on all aspects of civil maritime economic trade. Empirical examination of global trade provides indicators of the health of an economy and economic ties to other countries. Global trade is required at the highest level of detail reasonably possible within an integrated and frequently updated package in such a way that it seamlessly interfaces with maritime trade scenario modelling capabilities in order to support ongoing term and ad hoc strategic and tactical level analysis of current economic dependencies and vulnerabilities at both the national level as well as at the localized resource extraction level within the maritime domain.

Description of Scope: The US Navy has a requirement for online access to highly accurate and detailed near real time freight intelligence and commodity flow trade data. The global trade dataset shall support integrated planning, research, development and production of finished research and analysis on all aspects of maritime trade. Access to all data shall be available 24 hours 7 day a week.

2.0 Tasks: The contractor shall provide an online database tasks include:

Global Trade Data Base. The Contractor shall provide the U.S. Government with individual user accounts to access commercial online databases, which contains at a minimum the following capabilities:
