This Request for Proposal requires offerors to meet comprehensive Manufacturing Qualification Requirements, including prequalification notification, facilities and testing capabilities verification, data verification, manufacturing process verification, and qualification article evaluation. Key contractual requirements include compliance with engineering specifications, possession of a Lockheed Martin Master Tooling Agreement, submission of a qualification test plan, and provision of a pre-contract award qualification article for government evaluation. The evaluation will focus primarily on price, with offerors given the option to bid with first article testing (Bid A) or with first article testing waived (Bid B), with an estimated first article testing evaluation cost of $2,000 per lot. Proposals are due by February 12, 2026, at 2:00 PM, and the entire qualification process is estimated to take approximately 365 days at a cost of roughly $5,000.

This solicitation carries no set-aside designation and is restricted to four qualified sources: Elbit, Israel Aerospace, Aerospace and Commercial Technologies, and Lockheed Martin. The contract is classified under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a size standard of 1,250 employees, and is rated as a priority order under the Defense Priorities and Allocations System. The total purchase quantity is 8 units for each of the two National Stock Numbers, with delivery schedules ranging from 90 to 270 calendar days depending on the bidding option selected. All work will be performed in the United States, and all contractors must demonstrate compliance with Buy American Act requirements and unique item identification provisions. Successful qualification does not guarantee contract award, and offerors must fully comply with all specified requirements prior to contract award.
