About this opportunity

The Department of the Army Pennsylvania Army National Guard is procuring services to expand a Galaxy Access Control System (ACS) and replace a legacy Honeywell Closed Circuit Television (CCTV) system with a Bosch system. This is a sole-source, non-competitive procurement conducted under FAR 13.106-1(b) authority, meaning only one contractor will be solicited and negotiated with for award. The primary requirement for contractors is National Guard Bureau (NGB) certification, which mandates completion of the Electronic System Security Course at Camp Robinson, Arkansas. Additionally, the selected contractor must assume warranty responsibility, maintain service agreements, manage software licenses, and handle setup and programming for existing electronic systems throughout the Pennsylvania National Guard. The pre-solicitation notice was posted on December 19, 2025, with a due date for responses of January 3, 2026, and an anticipated award date of January 5, 2026. No specific evaluation criteria beyond the mandatory NGB certification are detailed in this notice.

This procurement is not utilizing any set-aside designation and is anticipated to be awarded to SUMMIT FIRE & SECURITY LLC, the incumbent contractor currently holding the warranty and maintenance responsibility for electronic security systems across the Pennsylvania National Guard through an existing agreement with the Commonwealth of Pennsylvania's Department of Military and Veteran Affairs. The contract is structured as a firm-fixed-price purchase order with a performance period of two months, encompassing delivery of materials and equipment, as well as installation and integration services. No specific dollar value or budget range is provided in the pre-solicitation notice. The two-month timeline includes all activities necessary to complete both the ACS expansion and the CCTV system replacement across Pennsylvania National Guard facilities. The noncompetitive award rationale is based on SUMMIT FIRE & SECURITY LLC's existing NGB certification, established warranty responsibilities, and maintenance agreements already in place for the Pennsylvania National Guard's electronic security infrastructure.

Notice text

The United States Property and Fiscal Office for Pennsylvania intends to award a sole source, firm-fixed-price purchase order to SUMMIT FIRE & SECURITY LLC for  services to expand a Galaxy Access Control System (ACS) and the Closed Circuit Television (CCTV) Replacement of Legacy Honeywell CCTV to a Bosch System. The period of performance is two (2) months which includes delivery of materials and equipment, and the installation and integration of all equipment.

The reason for this noncompetitive contract action is that SUMMIT FIRE & SECURITY LLC holds the National Guard Bureau (NGB) certifcation required to work on electronic security systems. Electronic Security System contractors doing work for the National Guard are required to have completed the Electronic System Security Course at Camp Robinson, AR. In addition, SUMMIT FIRE & SECURITY LLC has the warranty responsibility on all added systems, maintenance agreement, software licenses, set up and programming responsibility for the existing electronic systems throughout the Pennsylvania National Guard. These services are provided through a contractual agreement between the Commonwealth of Pennsylvania's Department of Military and Veteran Affairs and SUMMIT FIRE & SECURITY LLC.

This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This contract action will be awarded following the issuance of written solicitation with an anticipated award date of January 05, 2026.
