About this opportunity
The U.S. Army Corps of Engineers Alaska District issued a sources-sought Request for Information on September 24, 2026, regarding project delivery and acquisition strategy for a new 38,401 square-foot Flight Simulator facility at Joint Base Elmendorf-Richardson, Alaska, with responses due by September 28, 2026, at 14:00 Alaska Time.
The facility will house 12 simulator devices, academic classrooms, briefing rooms, equipment support areas, and staff offices, with controlled spaces meeting Intelligence Community Directive 705 criteria and standards. The project includes backup/standby generator capability and telecommunications infrastructure integrated with the Joint Integrated Test and Training Center. The target budget ranges from $90 million to $140 million under MILCON funding with a five-year period of performance; ICD 705 accreditation is the critical milestone.
The Government is evaluating three delivery methods for this commercial building construction project: Accelerated Design-Build to Budget under FAR-based procurement, Construction Manager at Risk under Other Transaction Authority, and Progressive Design-Build under OTA. The RFI solicits industry feedback across five sections: company information and bidding intent (prime or subcontractor), project-specific challenges including schedule acceleration, winter construction mitigation, zero-downtime operations, CUI handling, and design resource management; budget and cost driver analysis; collaboration priorities and financial incentives; and overall delivery recommendations. Respondents should indicate bonding capacity, socioeconomic status, and preferences regarding proprietary meetings, stipends, and award mechanisms such as shared cost savings or award fees.
Submit responses to Danielle Sprague (danielle.sprague@usace.army.mil) and Michelle Nelsen (michelle.nelsen@usace.army.mil).
Notice text
This project encompasses construction of a new Flight Simulator facility at Joint Base Elmendorf-Richardson, Alaska. The project includes spaces for 12 simulator devices, academic classroom instruction, briefing rooms, equipment support, and staff offices. The facility will include controlled space(s) that meet Intelligence Community Directive (ICD) 705 criteria and standards. The project is also authorized to have a back-up/standby generator. A key constraint is that the new facility’s telecommunication infrastructure must tie into the Joint Integrated Test and Training Center (JITTC). Therefore, the project will be sited directly adjacent to the JITTC. There is also potential for other MILCON projects ongoing in the general area.
