About this opportunity
The U.S. Army Corps of Engineers, Alaska District, issued a Request for Information on August 6, 2026, to gather market intelligence on construction delivery methods and contracting strategies for the Weapons Generation Complex and Northern Flightline Facilities at Joint Base Elmendorf-Richardson, Alaska, with responses due by September 4, 2026. This RFI is voluntary, nonbinding, and does not constitute a formal solicitation; the Government will not award a contract or reimburse preparation costs based on RFI participation.
The project scope comprises approximately sixteen new facilities—hangars, operations buildings, and munitions storage magazines—with a target budget of $1.1 billion to $1.8 billion and a four-year period of performance. A critical constraint requires the new Weapons Generation Complex to be fully constructed, accredited, and operational before the existing facility can be decommissioned, ensuring zero operational downtime for the mission. The Government will deliver mainline utilities and pre-excavated pads through a separate preceding contract.
The USACE seeks industry feedback on three potential delivery methods: Accelerated Design-Build to Budget using FAR-based contracting, Construction Manager at Risk via Other Transaction Authority, and Progressive Design-Build via OTA. The comprehensive questionnaire addresses schedule acceleration, winter construction mitigation, secure space accreditation, explosive safety compliance, temporary space requirements, acquisition packaging preferences, budget realism, supply chain risks, and contract incentives.
Responses should be submitted to Mark Corn (mark.r.corn@usace.army.mil) and Theresa Afrank (Theresa.m.afrank@usace.army.mil). NAICS code 236220 (Commercial and Institutional Building Construction) applies; the small business size standard is $45 million.
