About this opportunity

The Special Notice is issued by the Army Contracting Command-Aberdeen Proving Grounds (ACC-APG) Installation & Technology Division, a component of the Department of the Army. The notice serves as a communication mechanism to improve transparency and information sharing with industry partners and stakeholders regarding competitive acquisitions for Fiscal Year 2025. It is explicitly designed to provide updates about potential contract opportunities without constituting a formal solicitation or request for proposal. The document emphasizes that all information is preliminary, subject to change, and should not be construed as a binding government commitment. The notice is intended to give industry partners advance insight into potential procurement activities while maintaining the integrity of the source selection process.

The primary objective of this Special Notice is to facilitate structured communication between ACC-APG and potential contractors through controlled information sharing. Contractors are instructed to submit questions via email to Ms. Yadira Colon, with a strict limit of 10 questions per vendor submission, and must do so within one week of update postings. No phone inquiries are permitted, and the government will not provide source selection sensitive information that could compromise procurement integrity. The attached presentation outlines approximately 14 upcoming contract opportunities for FY2025, ranging from large infrastructure maintenance contracts to software licensing procurements, with most opportunities being 8(a) set-aside or to-be-determined set-aside status. Contract values vary significantly, from $20,000 software licenses to $110 million infrastructure maintenance IDIQs, primarily structured as Firm Fixed Price contracts with five-year ordering periods. Importantly, the notice explicitly states that all procurements are subject to cancellation, and the government will not reimburse vendors for any feedback, questions, or documentation provided.
