About this opportunity
This pre-solicitation notice concerns the Military Sealift Command's intent to award a sole source contract to the American Bureau of Shipping for engineering and technical classification services. ABS will provide classification of all Military Sealift Command vessels in accordance with ABS rules to ensure compliance with U.S. Coast Guard certification where applicable and international safety and environmental standards. The contract will have a one-year base period and four one-year options with an anticipated award date of April 1, 2022. There is no set-aside designated and proposals will not be solicited through SAM.gov due to the exception under FAR 5.202(a)(4).
The requirement is classified under NAICS 541330 for engineering services with no set-aside. The sole source award will be made to incumbent ABS due to federal statute designating ABS as the sole agent for classifying U.S. government-owned vessels. The contract value and line items are to be determined, however the services will cover classification of Military Sealift Command vessels on a worldwide basis over the one-year base and four one-year option periods.

Set-aside Status: This contract will be conducted on a sole source basis and will not be set aside for small business concerns.
Military Sealift Command (MSC) intends to award a Firm Fixed Price services contract to American Bureau of Shipping (ABS), to inclue a one-year base period and (4) four one-year option periods, on a sole source basis in accordance with FAR 6.302-5(a)(2)(i) – Authorized by Statute. Per 46 U.S.C. 3316, the Government is directed to recognize ABS as its sole agent in classifying vessels owned by the United States and in addressing matters to classification. As a result, this acquisition will be conducted on a sole source basis and will not be set aside for small business concerns or for full and open competition. The activity’s small business office concurs with this determination.
MSC has been directed by the Chief of Naval Operations to design, construct, operate, maintain, and repair MSC ships using practices and standards of the commercial merchant marine industry including those of ABS and the US Coast Guard (USCG). To that end it is MSC’s intent to (a) Class all MSC public vessels in accordance with ABS rules, (b) Ensure all USNS ships are certified by the USCG where eligible, and (c) Voluntarily comply with Safety of Life at Sea (SOLAS), MARPOL 73/78, and other safety and environmental codes. ABS is a classification society headquartered in the United States. By statute 46 U.S.C. 3316, the US Government is directed to recognize ABS as its sole agent in classifying vessels owned by the United States and in addressing matters related to classification. Because MSC intends to class all of its public vessels, such classification services must be obtained from ABS.
THIS IS A SYNOPSIS NOTICE ONLY for commercial items prepared in accordance with the format and procedures in FAR Part 12 and FAR Part 15 as supplemented with additional information included in this notice. This is not a Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitation, specifications, or drawings available at this time.
