About this opportunity

The Federal Energy Regulatory Commission (FERC) is seeking an experienced Liquefied Natural Gas (LNG) engineering consultant to examine abnormal operating conditions and incidents at operational LNG facilities. The primary objective is to ensure public safety, property protection, and environmental safeguarding through comprehensive technical reviews of facility operations. Qualified candidates must have a minimum of five years' experience in LNG facility design, operations, maintenance, or safety engineering, with a bachelor's degree in chemical, mechanical, fire protection, or petroleum engineering. The solicitation (RFQ #89603025Q0031) will evaluate proposals using a trade-off methodology, with technical capability significantly more important than price when determining the best-value solution. Potential offerors must submit technical and price quotations in two separate volumes, with questions accepted until May 27, 2025, and final quotes due by June 13, 2025, at 12:00 PM EST.

The contract is not set aside for small businesses, though it falls under NAICS code 541330 with a small business size standard of $19 million. This appears to be a follow-on to a previous IDIQ contract held by CH-IV Corp, which had a total contract ceiling of $1,323,000. The new contract will have a one-year base period with four one-year option periods, not exceeding five years total. Performance will be located in Washington, DC 20426, with potential travel required for facility inspections across the United States. The solicitation includes several critical attachments requiring detailed disclosures, including an Organizational Conflict of Interest (OCI) form and multiple Non-Disclosure Agreements covering sensitive energy infrastructure information and critical project documentation.
