About this opportunity

The American Battle Monuments Commission seeks a fully managed cloud backup and recovery service for Microsoft 365, Azure, and identity systems, with proposals due August 25, 2026. This is a commercial RFQ with no small business set-aside. The most recent deadline extension, issued August 24, sets the final submission time at 11:59 PM on August 25.

Place of performance is Arlington, Virginia. The solution must be FedRAMP Moderate authorized and hosted in Amazon Web Services or Microsoft Azure. The scope covers Microsoft 365 E5 (400 users with potential growth subject to Congressional mandates), SharePoint Online (approximately 30 TB, expected to grow 5–10 percent annually to a maximum of 45 TB), Azure workloads (77 virtual machines containing 17.3 TB of data; Azure SQL with 71 GB; and infrastructure, platform, and storage services totaling 167 TB), and identity systems (1 Active Directory forest with 1 Entra ID tenant). The solution must protect on-premises Active Directory recovery capability; Okta integration is required as a platform capability but is not currently deployed, and vendors should demonstrate capability without including Okta in baseline pricing.

The contract structure comprises two CLINs: CLIN 0001 for recurring licenses, software services, storage, compute, data transfer, and backup/recovery services (one base year plus four option years), and CLIN 0002 for one-time implementation and deployment services to be completed within six months of kickoff. Implementation must include configuration, testing, documentation, knowledge transfer, and at least one recovery test per workload type. Support must be provided during Eastern Standard Time business hours (8 AM–5 PM, Federal holidays observed).

NAICS code is 518210, Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services, with a size standard of $40.0 million. Evaluation weighs technical capability and price, with technical assessment covering solution capability, security and compliance, implementation approach, and service operations and support. FAR Part 12 commercial-item provisions apply. No incumbent contractor currently provides these services.
