About this file
This document provides proposal format requirements and evaluation criteria for a federal contract opportunity with the American Battle Monuments Commission (ABMC) for cloud backup and recovery services.
Proposal Format Requirements: Offerors must submit a technical proposal and price proposal containing CLIN 0001 pricing for the base year and each option year, plus CLIN 0002 one-time pricing. The technical proposal must include descriptions of the implementation and deployment approach, support approach, hosting approach, backup and recovery approach, and assumptions and limits. Offerors must also identify any reseller arrangements, subcontractors and their roles, and provide SAM or UEI information.
Evaluation Criteria: ABMC will evaluate proposals using two primary factors: Technical (weighted to assess solution capability, security and compliance, implementation approach, and service operations and support) and Price (evaluated for completeness and reasonableness). The technical evaluation will specifically assess how well the proposed solution meets Section 3 service requirements and CLIN requirements for backup and recovery capabilities covering Microsoft 365, Azure workloads, and identity systems; FedRAMP Moderate authorized hosting with data protection from unauthorized access, change, or deletion; completion of setup, configuration, testing, validation, documentation, and knowledge transfer within required timelines; and operational support including administrative access, service health monitoring, incident response, and support during specified hours. Award will be made to the vendor whose quotation represents the best value considering technical capability and price.
