About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base intends to solicit a sole-source Firm-Fixed-Price contract with ABBYY USA Software House Inc. for proprietary ABBYY FineReader software subscriptions and licenses, with a notice-of-intent deadline of September 22, 2026.
The procurement carries a sole-source justification under 10 U.S.C. 3572 and AFFARS 5313.501, citing ABBYY USA Software House Inc. as the sole proprietary developer, intellectual property owner, and licensing authority for the required products in North America. No other vendors possess the legal rights or technical ability to provide the required proprietary subscription renewals and direct support.
The requirement encompasses six line items: FineReader Server License subscription (1,200,000 pages per year), Production License subscription (1,000,000 pages per year), language add-ons for Arabic and Chinese/Japanese/Korean character sets, Development and Test System backup license (200,000 pages per year), and 50 workstations of FineReader PDF Corporate under a government/nonprofit/educational volume license. The software provides mission-critical optical character recognition and high-volume document conversion capabilities to support foreign language intelligence analysis.
Period of performance is a single 12-month term with no options. Estimated contract value falls within the $750,000 to $15 million range. The contracting officer will conduct price analysis comparing quoted pricing against commercial price lists, historical government pricing, and industry benchmarks to ensure fair and reasonable pricing. Interested sources may submit capability statements in response to the SAM.gov notice-of-intent posting.
