About this opportunity
The U.S. Department of Health and Human Services, Indian Health Service (IHS), Bemidji Area has issued a Special Notice announcing its intent to award a sole source contract to Rocket Software for glucometer interface software at the Cass Lake IHS Hospital in Minnesota. The contract is valued at $21,288.40 and will be awarded on a firm fixed price basis for a base period plus three option years. The procurement falls under NAICS code 513210 (Software Publishers) and is justified under FAR 6.302-1 as only one responsible source exists to meet the agency's requirements. Abbott Diagnostics currently provides glucometer services to the hospital and works exclusively with Rocket Software for interfacing between their UniPoc middleware system and the hospital's Electronic Health Record (EHR) system.
The purpose of this procurement is to obtain interface software that enables automatic transmission of glucose test results from Abbott's Precision Xceed Pro handheld glucose meters into the patient EHR system, eliminating the need for manual data entry and reducing the risk of human error. Interested parties have until August 18, 2025, to respond to Purchasing Agent De'Lana Tangren at delana.tangren@ihs.gov, though this notice is not a request for competitive quotes. Any potential competitors must provide clear and convincing evidence that competition would be advantageous to the government and demonstrate their technical capabilities to meet the specific requirements. Market research has confirmed that no alternative sources exist capable of providing the necessary interfacing software that works with Abbott's existing UniPoc system. Responses will be considered solely to determine whether a competitive procurement should be conducted instead of the planned sole source award.
