About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a software interface procurement by the Indian Health Service (IHS) in 2025. The total estimated contract value is $21,288.40 for Rocket Software Inc. to provide an interface software that connects Abbott's UniPoc software for Precision Xceed Pro handheld glucose meters to the agency's Electronic Health Record (EHR) system. The procurement is being pursued as a sole source acquisition under FAR 6.302-1, with the key rationale being that Rocket Software is the only company able to provide the required interfacing software with Abbott's existing system. Market research confirmed no alternative sources are available, and without this interface, glucose test results would need to be manually entered, increasing the risk of human error.

A contract with Abbott is already in place for their UniPoc software for the Precision Xceed Pro handheld meters. Rocket Software is the only company that works with Abbott to provide interfacing software to go from UniPoc to our EHR system. Without this interfacing system, results will need to be manually entered in by nursing which raises concerns of incorrect results being entered due to human error.
