About this opportunity
The Federal Highway Administration's Eastern Federal Lands Highway Division is seeking to procure AASHTOWare Bridge Management (BrM) software renewal licenses, Asset Inspection Anywhere, and service units from the American Association of State Highway and Transportation Officials (AASHTO). This sole source procurement is being conducted under Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures, with the agency asserting that this software is the only commercially available solution that provides the required long-range forecasts for National Park Service bridge needs and regional bridge priority lists. The software package includes maintenance and support services, and the system conforms to regulatory SNBI requirements while incorporating end-user feedback for continuous improvement. While this is announced as a sole source procurement, the agency will consider quotations from all responsible sources if submitted within 15 days of the July 10, 2025 posting date. Quotations are due by 11:00 AM EST on July 25, 2025, with vendors required to be registered in the System for Award Management (SAM) and provide their UEI number, Federal Tax ID, and CAGE code.
This procurement is not designated as a small business set-aside and is valued under $250,000 according to the sole source justification documentation. AASHTO, located in Washington, DC, is identified as the sole source provider for this specialized bridge management software system. The contract performance period extends from the award date through June 30, 2026, covering 12-month renewal licenses for both Eastern Federal Lands Highway Division and FHWA Bridge Headquarters operations. The place of performance is specified as Ashburn, Virginia, and vendors must comply with Section 508 accessibility standards for information and communication technology. Electronic invoice submission through the Delphi eInvoicing web-portal is required, and contractors must adhere to various federal regulations including telecommunications equipment prohibitions and basic safeguarding requirements for covered contractor information systems.
