About this file

This document is a Sole Source Justification for the Federal Highway Administration's Eastern Federal Lands Highway Division to procure the ASSHTOWare Bridge Management Software Package. The procurement is for software including maintenance and support, valued under $250,000 and being sourced directly from AASHTO (American Association of State Highway and Transportation Officials) located in Washington, DC. The software is unique in its ability to provide long-range forecasts for National Park Service Bridge Needs and Regional Bridge Priority Lists, and conforms to regulatory SNBI requirements, making it the only commercially available software meeting these specific bridge management needs.

The justification is made under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, with the rationale that this software is the sole source reasonably available. The procurement includes renewal licenses, Asset Inspection Anywhere, and service units. All responsible sources have 15 days from the posted date to submit a quotation, which will be considered by the agency. The point of contact for this procurement is Angel Williams, Business Operations Manager at AASHTO, who can be reached at 202-624-5808 or awilliams@aashto.org.

“(b) Soliciting from a single source:

(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency*, exclusive licensing agreements, brand name or industrial mobilization). “

AASHTOWare Bridge Management Software Package has all the elements that were identified as a need by end users including maintenance and support of the software. The developer uses the end users’ feedback to improve and further enhance the product to meet the needs and requirements of bridge owners in its development. The software is currently the only software commercially available that offers the required long-range forecasts for NPS Bridge Needs, Regional Bridge Priority Lists, and conforms with regulatory SNBI requirements.
