About this opportunity
The Federal Highway Administration (FHWA), specifically the Eastern Federal Lands Highway Division, intends to procure the AASHTOWare Bridge Management (BrM) Software Renewal directly from the American Association of State Highway and Transportation Officials (AASHTO). This sole-source procurement is for a software package that provides comprehensive bridge management analysis, including long-range forecasting for National Park Service bridge needs and regional bridge priority lists. The solicitation (RFQ No. 693C7325Q000015) requires vendors to be registered in the System for Award Management (SAM), comply with Section 508 accessibility standards, and use the Department of Transportation's eInvoicing system. Quotation responses are due by 12:00 PM EST on April 22, 2025, and must be submitted via email or mail. The procurement will be conducted under Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures.
The contract is not set aside for any specific business category and will be performed in Ashburn, Virginia. While the exact award value is not explicitly stated, the sole source justification indicates the purchase is for an amount under $250,000. The software license will cover the period from the award date through June 30, 2025. Potential vendors must provide their SAM UEI Number, Federal Tax ID Number, and CAGE Code with their quotation. Additionally, offerors must complete representations regarding covered telecommunications equipment, specifically addressing prohibitions on using equipment from certain Chinese manufacturers like Huawei, ZTE, and others, as mandated by the John S. McCain National Defense Authorization Act.
