About this file

This document is a Sole Source Justification for the Federal Highway Administration's Eastern Federal Lands Highway Division to purchase an AASHTOWare BrM Bridge Mobile Inspection software upgrade. The justification explains that the software is the only commercially available solution offering a long-range forecast for NPS Bridge Needs and Regional Bridge Priority Lists, and is one of the approved software packages within FHWA.

The procurement is being made from AASHTO (American Association of State Highway and Transportation Officials), located at 555 12th Street NW in Washington, DC, with Angel Williams serving as the point of contact. The purchase is being conducted under FAR Part 13 Simplified Acquisition Procedures for an amount under $250,000, with the justification based on the software being the sole source that meets the specific requirements of the end users, including comprehensive maintenance and support.
