About this opportunity

The Federal Highway Administration (FHWA) has issued a Special Notice regarding a single-source procurement for an AASHTO Annual DataMine Subscription. This opportunity, posted on December 18, 2025, represents an intent to solicit from the American Association of State Highway and Transportation Officials (AASHTO), a non-profit, non-partisan association of state transportation departments. The procurement is being pursued under the authority of 13.101(b), which permits single-source contracting when circumstances warrant. AASHTO has been identified as the sole source provider of the DataMine service, a document repository and compliance monitoring platform. The notice reflects FHWA's commitment to supporting professional development while maintaining contract compliance oversight across federal transportation projects.

The primary objective of this procurement is to provide FHWA's full-time staff members with access to AASHTO's DataMine platform to monitor domestic materials compliance for Federal Aid contracts and support professional growth. The annual subscription cost is $25,000 and will enable FHWA personnel to access a centralized repository where manufacturers submit domestic materials compliance certifications for use by state DOTs in demonstrating domestic origin requirements. The deadline for responses to this solicitation is January 2, 2026, allowing potential participants limited time to prepare submissions. As a single-source procurement justified by AASHTO's status as the sole provider of this specialized service, the eligibility criteria effectively limit participation to AASHTO itself. This initiative addresses the federal government's interest in transparency and compliance verification within the transportation contracting system while providing access to a critical resource for state transportation departments.
