About this opportunity
The Federal Aviation Administration is conducting a market survey to identify potential sources for Controller Displays (CD) that will be compatible with Personal Computer-Based Runway Visual Range (RVR) systems used in Air Traffic Control Tower Cabs. This procurement effort is driven by obsolescence issues with current Teledyne New Generation RVR Controller Display systems throughout the National Airspace System, necessitating a complete replacement program. The FAA emphasizes this is an information-gathering market survey only, not a formal solicitation or request for proposals, and no costs will be reimbursed for responses. The acquisition strategy has not yet been determined and will depend on market survey responses, with options including unrestricted competition, set-aside procurement, or single-source award. Responses to this market survey are due by September 26, 2025, and interested vendors must ensure proper proprietary markings on submitted documents.
This opportunity does not include any set-aside designation at this time, as the final procurement approach will be determined based on market survey results. Vaisala Incorporated, located in Louisville, Colorado, serves as the incumbent contractor under contract DTFAWA-16-D-00011 for the current RVR system. The procurement falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing, indicating the specialized nature of the required equipment. While specific quantities and award values are not disclosed in this pre-solicitation phase, the scope involves replacing all current Teledyne New Generation RVR Controller Display systems across the entire National Airspace System, suggesting a substantial procurement effort. The technical specifications reference FAA standard FAA-E-2772B PC RVR-Revised and include dimensional requirements as outlined in the accompanying government files.
