About this opportunity
The U.S. Army Corps of Engineers Kansas City District is seeking qualified Architect-Engineer (A-E) firms to provide comprehensive design services for the Department of Veterans Affairs John Cochran Medical Center located in St. Louis, Missouri. The procurement will be structured as an Unrestricted Single Award Task Order Contract (SATOC) under an Indefinite Delivery Contract format, focusing on engineering services classified under NAICS code 541330. The government is currently in the pre-solicitation phase and anticipates publishing the formal solicitation announcement in the second quarter of fiscal year 2026. This pre-solicitation notice serves as an early notification to the contractor community of the upcoming opportunity. The deadline for this pre-solicitation notice is September 10, 2025, though no specific evaluation criteria have been detailed at this preliminary stage.
This procurement does not include any set-aside designations and will be conducted as an unrestricted competition open to all qualified firms. No current incumbents or contractors are identified in the notice. The contract structure includes a maximum ordering capacity of $100 million across all task orders that may be issued under the SATOC. The base ordering period will span five years with an option for the government to extend the contract for an additional five-year period, potentially creating a total contract duration of up to ten years. The substantial financial ceiling and extended performance period indicate this will be a significant, long-term partnership between the selected contractor and the Veterans Affairs medical facility.
