About this opportunity

The Bureau of Reclamation within the Department of the Interior is conducting market research for Architect-Engineering (A-E) Construction Management services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract to support water infrastructure projects across seventeen western states. The procurement seeks comprehensive construction management and technical services including construction inspection, materials testing, civil engineering, geotechnical services, mechanical and electrical engineering, surveying, commissioning, and specialized technical support for water management infrastructure projects. Qualified contractors must demonstrate capabilities in full-time construction site management, quality assurance testing for materials, engineering services for water infrastructure, equipment inspections, ground surveys, geological assessments, and support for complex construction activities such as tunneling and foundation work. The evaluation will assess companies based on eight key areas: general capabilities, experience and expertise, staffing and resources, quality assurance and control, safety and risk management, technical capabilities, subcontracting partnerships, and innovation practices. Interested parties must submit their responses by October 26, 2025, at 5 PM Eastern, with submissions limited to five digital pages in Microsoft Word or Adobe PDF format using 10pt font or larger.

This sources sought notice does not include any set-aside designation, making it a full and open competition opportunity. No incumbent contractors or current service providers are identified in the documentation. While specific contract values or budget ranges are not disclosed in this pre-solicitation phase, the applicable NAICS code 541330 (Engineering Services) carries a small business size standard of $25.5 million, providing insight into the anticipated contract scope. Task orders under the IDIQ structure will primarily be issued on a firm-fixed-price basis, with potential for labor-hour/time and materials arrangements when project scope cannot be precisely defined. The contract structure suggests multiple task orders will be issued over the contract period to address various construction management needs across Reclamation's diverse portfolio of water infrastructure projects. The geographic scope encompasses seventeen western states, with potential expansion to include nationwide opportunities and US Territories for qualified contractors.
