STATEMENT OF WORK
ARCHITECTURAL AND ENGINEERING SERVICES - CONSTRUCTION MANAGEMENT
INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACT
September 5, 2025
1 BACKGROUND:
1.1 Established in 1902, the Bureau of Reclamation is best known for the dams, powerplants, and canals it constructed in the seventeen western states. These water projects led to homesteading and promoted the economic development of the West. Reclamation has constructed more than 600 dams and reservoirs including Hoover Dam on the Colorado River and Grand Coulee on the Columbia River.
Today, Reclamation is the largest wholesaler of water in the country bringing water to more than 31 million people and provide one out of five Western farmers (140,000) with irrigation water for 10 million acres of farmland that produce 60% of the nation's vegetables and 25% of its fruits and nuts. Reclamation is also the second largest producer of hydroelectric power in the United States. Our 53 powerplants annually provide more than 40 billion kilowatt hours generating nearly a billion dollars in power revenues and produce enough electricity to serve 3.5 million homes.
Reclamation is a contemporary water management agency with a Strategic Plan outlining numerous programs, initiatives and activities that will help the Western States, Native American Tribes and others meet new water needs and balance the multitude of competing uses of water in the West. Reclamation’s mission is to assist in meeting the increasing water demands of the West while protecting the environment and the public's investment in these structures. Reclamation places great emphasis on fulfilling water delivery obligations, water conservation, water recycling and reuse, and developing partnerships with their customers, states, and Native American Tribes, and in finding ways to bring together the variety of interests to address the competing needs for our limited water resources.
1.2 The Technical Service Center (TSC) is the Bureau of Reclamation's resource center for engineering, scientific, and technical expertise in many areas of water resource management, development, and protection. The TSC performs a wide variety of technical services for other Reclamation offices, for other Government agencies, and foreign governments.
The TSC performs engineering final designs of large civil water development projects for the Design-Bid-Build project delivery method that includes dams; spillways; outlet works;
river diversions; fish passage; water treatment; water conveyance including canals, pipelines, and pumping plants; hydropower electricity generation; and other water storage and delivery facilities. During the construction phase, the design requires inspection, quality assurance, and other construction management activities be performed to ensure the features are constructed on accordance with the project specifications and that the design intent is met in the constructed works.
The Statement of Work (SOW) identifies the types of related construction management services and activities which may be requested and shall be provided through an Architect- Engineering (A-E) and Professional Engineering and Technical Support Services (Professional Services) contract in support of Reclamation’s mission. Technical services include but are not limited to planned or existing construction projects, new construction, alteration, or renovation projects, or work from other related programs.
This contract will likely be used by Reclamation offices located in the seventeen western states through the Department of Interior Acquisition and Assistance Management Division located in Denver, Colorado, or other Reclamation Acquisitions Offices.
1.3 Provided in Section 3.0, Scope, are the core functions of Construction Management that may be performed or worked on under this Indefinite Delivery Indefinite Quantity (IDIQ) contract. Individual orders on the IDIQ may add additional Construction Management functions specific to the order.
