About this opportunity
The Bureau of Reclamation seeks a concessionaire to operate and maintain commercial services at Silos Recreation Area, Canyon Ferry Reservoir, Townsend, Montana, with proposals due September 11, 2026 (amended from August 28). This is a competitive concession opportunity, not an incumbent recompete; the prior concessionaire operated through Broadwater County until 2023, when Reclamation assumed direct management.
Place of performance is Townsend, Montana. The concessionaire will manage approximately 260 acres including 86 campsites (6 ADA-compliant, 80 with no services), 4 group shelter areas, vault toilets, boat ramps, and courtesy docks. The operating season is May 1 through September 30 annually, 7:00 a.m. to 7:00 p.m. daily, with the contract effective date expected in March 2027. The concessionaire must supply office building (temporary, maximum 350 square feet), vehicles, tools, equipment, and day-use fee credit card kiosk; Reclamation provides infrastructure. Required services include campsite and group shelter management with reservations and fee collection, potable water system maintenance, garbage removal with recycling, facility and toilet cleaning and maintenance, vault toilet pumping, boat mooring and docks accommodating minimum 60 slips, and on-site campground hosts. Authorized ancillary services include convenience store sales, boat slip rentals, boat and watersport equipment rentals, propane bottle exchange, firewood sales, ice sales, and fishing/hunting license sales.
Historical gross receipts totaled $132,806.93 in 2024 and $141,585.04 in 2025, with campground fees as the largest revenue stream. Revenue projections estimate $92,000–$170,590 annually for campsites and $46,000–$85,225 for group shelters over the 20-year contract term. The franchise fee minimum is 3 percent of gross receipts. A Reserve Account for Repair and Replacement requires an initial $5,000 deposit and 1 percent annual deposits (capped at $50,000). General liability insurance of $2,000,000 minimum is required, with Reclamation named as additional insured. Questions are due August 17. An open house is scheduled for August 13, 2026, 11:00 a.m.–12:00 p.m. Mountain Time at the Silos Boat Ramp.
