About this file
This is a Questions and Answers document issued by the Bureau of Reclamation regarding Solicitation No. 26-LM-60-CC01 for a concession business opportunity at Silos Recreation Area, Canyon Ferry Reservoir, Townsend, Montana.
The document addresses four key questions submitted by prospective bidders. First, it clarifies that this is a competitive opportunity rather than an incumbent recompete; the prior concession operated under a third-party contract through Broadwater County until 2023, when Reclamation inherited it directly. Second, it provides financial and asset information: Broadwater County owns the marina docks (81 boat slips, constructed in 2010 in good condition), and the successful bidder will operate a seasonal concession serving approximately 86 campsites, 4 group sites, and a boat ramp from late spring through autumn. Revenue data for the past two years shows gross receipts of $132,806.93 in 2024 and $141,585.04 in 2025, with campground fees representing the largest revenue stream. Third, it confirms that no formal submission form is required but bidders must follow the instructions in Section 3 (pages 15–20) of the Prospectus, with any omitted items considered non-responsive. Fourth, it directs bidders to Section 1 (pages 6–7) and Section 2(C)(1)(A) (page 10) of the Prospectus for details on Reclamation-owned assets and required physical improvements that the successful bidder must provide. The incumbent concessionaire is required to submit a proposal to be considered for the new contract.

Reclamation Responses to Questions on Solicitation No. 26-LM-60-CC01
Question 1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Reclamation Response: This solicitation is a competitive opportunity to operate a concession business on Reclamation land at the Silos Recreation Area on Canyon Ferry Reservoir. Prior to 2023, the concession operated under a third-party contract through Reclamation’s management agreement with Broadwater County, which has since been terminated. Reclamation inherited the current concession contract at that time, so there is no previous award number associated with it.
The successful bidder will continue to operate a seasonal concession that serves visitors in approximately 86 campsites from late spring through autumn, as well as 4 group sites and a boat ramp. The incumbent concessionaire is required to submit a proposal to be considered for the new contract.
Question 2. Can you provide marina revenue, dock age and condition, launch revenue, purchase price of the marina?
Reclamation Response: Broadwater County currently owns the marina docks, which include 81 boat slips. The docks were constructed in 2010 and are generally described as being in good condition. Prospective bidders are encouraged to tour the site to assess the facilities themselves. Broadwater County manages the sale of its assets; interested bidders should contact the county directly for further information:
Debi Randolph Broadwater County Commissioner Office: 406-266-9270 Cell: 406-451-6035
Reclamation has provided revenue information for the past two years of operation:
Silos Recreation Area: Revenue Year 2025 2024 General Merchandise $1,007.00 $1,651.00 Campgrounds $79,711.25 $76,170.32 Other Revenue (includes reservations and boat launch) $60,866.79 $54,985.61
GROSS RECEIPTS $141,585.04 $132,806.93
Question 3. Is a formal submission form available for submitting proposals?
Reclamation Response: There is not a formal submission form for proposals.
Instructions for bidders must be followed according to Section 3 (pages 15 – 20) of the Prospectus for all submissions. Any items identified in Section 3 of the Prospectus and omitted by bidders will be considered non-responsive.
Question 4. What assets are owned by Reclamation at the site? What assets are owned by the concessionaire, and what assets, if any, are owned by a third party?
Reclamation Response: Information about assets provided at the site is detailed in Section 1 of the Prospectus (pages 6–7). Required physical improvements for the site are listed in Section 2(C)(1)(A) on page 10. These facilities must be provided by the successful bidder.
