About this opportunity

The Marine Corps Systems Command (MARCORSYSCOM) has issued a Special Notice for draft specification A-A-60026A covering maternity undershirts designed for pregnant female military personnel. This is not a solicitation but rather an invitation for industry review and comment on the proposed specification document. The undershirt features a crew neck design with specific construction requirements including 1-inch wide neck trim, elastic ruching starting 4 inches from the bottom hem, and is available in eight color classes and six sizes from X-Small to XX-Large. The garment must be made from a synthetic and cotton blend not exceeding 50 percent synthetic content, with detailed requirements for material properties including weight, bursting strength, dimensional stability, and colorfastness. The notice is classified under Product Service Code 8425 for women's underwear and nightwear, with NAICS code 315210 for cut and sew apparel contractors.

The primary objective of this Special Notice is to gather industry feedback to refine the specification and encourage broad vendor participation while accommodating various design solutions and manufacturing processes. Comments must be submitted by July 30, 2025, using the provided Consolidated Comments Form (CCF) via email to USMC_STDZ@usmc.mil with the document number in the subject line. Industry participants are specifically instructed to focus comments on manufacturability aspects rather than suggesting alternative materials or components, as the current design has been tested and approved by the user community. There are no specific eligibility criteria mentioned for participation in this review process, suggesting it is open to all interested industry members. Following the comment period, MARCORSYSCOM will consider all feedback and publish the final specification on ASSIST Online, with the understanding that while comments will be considered, there is no obligation for acceptance of suggested changes.

The postings to sam.gov are not RFIs, they are special notifications.

The posting on sam.gov is not a solicitation, it is an invitation for industry partners to provide input to the specification that is being proposed for these items.  We realize that industry is our best resource on aspects of manufacturability of the item using the specification.  We would appreciate any feedback that you may have that will increase the usefulness of the specification, in light of the limitations below.  Please note that any comments provided by industry will be considered “suggested” and there is no obligation for acceptance.  With that said, we will provide consideration for any comments, and we try to provide a response to all comments received.

Please refrain from providing comments on aspects that are unique to your organization, as our intention is to promote competition where possible.  Also please refrain from suggestions for alternative materials or components.  The current design has been tested and found to be acceptable by the user community.  Suggestions for alternative materials, components or processes that could delay release of the specification, and therefore the solicitation using the specification, or potentially reduce the openness to competition should be submitted through the standard contracting channels (e.g., Engineering Change Proposals).
